Functional planning means determining the hospital’s future clinical specialties, healthcare service volumes, inpatient and outpatient care capacity, and the layout of departments and workspaces based on current workloads and demographic forecasts. This process has been carried out in close cooperation between doctors, engineers, hospital managers, and healthcare leaders. It also includes planning the placement of medical technologies, transport routes for staff, patients, medicines, and medical supplies, as well as the overall logistics scheme of the hospital complex.
The Tallinn Hospital Development Foundation was established on 2 May 2022 based on the cooperation agreement signed in 2019 between the Republic of Estonia and the City of Tallinn to prepare for the development of Tallinn Hospital.
The development of Tallinn Hospital has taken into account the national long-term strategy Estonia 2035 as well as Estonia’s Recovery and Resilience Plan approved by the Council of the European Union in 2021.
With the completion of the Tallinn Hospital design phase, the foundation established for this purpose will conclude its activities in 2026. The work will continue through AS Tallinna Haigla, established by the City of Tallinn in 2025 to lead the creation of the Tallinn Hospital Group.
