AS Tallinna Haigla brings together four major healthcare institutions owned by the City of Tallinn to provide the people of Northern Estonia with better, faster, and more efficient specialist medical care. The future Tallinn Hospital will become Northern Estonia’s new healthcare centre of excellence.

The Tallinn Hospital Group brings the following healthcare institutions under a unified strategic management structure:

Together, we will form the largest and most comprehensive healthcare organisation in Northern Estonia, serving more than 600,000 people as one integrated organisation from 2028 onwards.



Why Does Tallinn Need a New Hospital?

Healthcare in Estonia is facing significant challenges: limited financial resources and a growing demand for high-quality specialist care driven by an ageing population.

Tallinn and its surrounding region continue to grow as an important population and service centre. This brings an increasing responsibility to ensure the best possible healthcare for residents.

The answer to these challenges is the consolidation of healthcare institutions.



By combining resources, expertise, and management, we can:

  • reduce duplication and use resources more efficiently, directing savings back into patient care
  • implement evidence-based medicine according to unified standards
  • strengthen preparedness for both economic and healthcare-related crises

How Will the Merger Take Place?

The merger process will take place in four stages:

  • September 2025 – December 2027 | Preparation for Consolidation
AS Tallinna Haigla was established on 2 September 2025 following a decision by the Tallinn City Council. Preparatory projects began in early 2026, focusing on mapping processes, resources, and synergy opportunities to create a strong foundation for the future unified organisation. The City of Tallinn confirmed its intention to consolidate the healthcare institutions through shareholder expectations approved in May.

  • July 2027 – December 2027 | Consolidation of Support Functions
Support services will be integrated first, creating a stable foundation for the consolidation of clinical structures. Preparations for the clinical integration phase will take place in parallel.

  • 1 January 2028 | Consolidation of Clinical Structures
On 1 January 2028, the unified hospital group will begin operations. Clinical structures will be integrated, enabling more than 600,000 people to receive care from one coordinated and seamlessly operating organisation.

  • 2029 | Stabilisation and Evaluation
Following the first year of consolidation, we will assess the results achieved, refine processes, and ensure that the merger has fulfilled its objectives: higher quality of care and more efficient use of resources.

Research, Collaboration and Excellence in Care

Tallinn Hospital will be a centre of excellence actively contributing to the development of healthcare in Estonia. We work closely with North Estonia Medical Centre and Tartu University Hospital to:
  • advance evidence-based healthcare
  • provide outstanding clinical training opportunities for future doctors, nurses, and healthcare professionals
  • share expertise and create unified patient pathways
